SUMMARY:

"Everything will be all right," this is the major motive of Vladimir Putin's infrequent and crisp statements concerning relations with the United States. Moscow's reluctance to overly dramatize certain situations allows observers to hope that there will not be another Cold War.

Russia is clearly reorienting its policy in the European direction. Implementation of the Accord on partnership and cooperation is a new agenda for official Moscow and the European Union. Cooperation in the matter of the Kursk on the seabed in the Barents Sea and in the matter of spent nuclear fuel indicates that Moscow and the United States have found spheres of common interests.
